The Australian skipper has secured 309 Test scalps in 71 five-day games with an impressive average.
Australia's selection chief Bailey has stated that captain Pat Cummins will play a "major part" in the forthcoming historic rivalry.
Rumors had circulated that Cummins might sit out due to a persistent back stress problem that remained unresolved.
Initial reports from the Australian camp suggested no final decision had been made regarding Cummins' participation, with the extended contest scheduled to begin on 21 November in Perth.
He revealed that Cummins is "building up" and remained hopeful about the likelihood of participating.
"We know that the window is narrowing and various factors around that, aside from the physical problem, but other factors as well," Bailey remarked.
"The outlook is good. There's strong faith that he'll participate in a major part. Hopefully starting in Perth. Should that not happen, we'll adjust."
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after scans revealed a lower back issue.
There is a track record of back injuries, with flare-ups in several earlier campaigns leading to absences from multiple domestic campaigns in a limited period.
He emphasized he would be bold in recovery efforts in his recovery plan to make the squad for the contest.
He mentioned that it was unclear if the captain had resumed bowling as part of his rehabilitation but admitted it was "getting tight" for him to be fit for the opener.
Should Cummins not be fit, veteran batsman Smith will assume leadership.
The talented all-rounder was withdrawn recently from Australia's squad for their ODI contests against the subcontinent side as a precautionary measure because of discomfort in his torso.
He labeled it as a "slight concern and stated that he'll feature in the Sheffield Shield, so will be "well-prepared to resume bowling."
"We put so much time has gone into developing the strategy for him to take part for the first Test as an dual-role player," Bailey explained.
"He was only going to play the first two ODIs in any case. His aggressive style the bat in limited-overs, if it causes any delay for a short period, we opted to take a cautious route."
