The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from multiple capitals. Immense energy is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from enemy soil, a capacity afforded by current data. From vantage locations, defense planes that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every launch creates sudden vibrations, causing tremors. The brief panic quickly becomes grim resignation: perhaps the incoming missile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv faced the morning news: seven people killed, devastation and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those entire period demonstrated Ukraine's vital need on external assistance – a dependence that neighboring countries are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, persist.

Political Considerations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is unrealistic to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through words or deeds, from believing that the status quo will not change more in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a complete military breakdown until circumstances change in its favour.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
